BY-LAWS OF LOMBARD LODGE NO. 1098A. F. & A. M.  WHEREAS the Most Worshipful Grand Lodge of Ancient Free and Accepted Masons of the State of Illinois has lawfully and only chartered this Lodge under the name of Lombard Lodge No. 1098, A. F. & A. M., and, WHEREAS, by virtue of it possesses all the powers and authority of a warranted Lodge, working under the jurisdiction of said Grand Lodge; therefore the following is hereby enacted as the By-Laws of Lombard Lodge No. 1098, A. F. & A. M., Lombard, Illinois. 

 

ARTICLE I. Meetings 

Section 1. Stated meetings shall be held on the second Wednesday of each month, except the months of July and August where no meetings need be held. And, no meeting need be held on a legal holiday. Stated meetings shall be opened at seven thirty (7:30) p.m. 

Section 2. The stated meeting in June of each year shall be the Annual Meeting. 

Section 3. Special meetings shall be called at the discretion of the Master, by giving due notice to resident members, but no business shall be transacted except trials, conferring of degrees or ceremonial observances (including the necessary examination of candidates for advancement).  

ARTICLE II. Officers 

Section 1. The elective officers of the Lodge shall be a Master, Senior Warden, Junior Warden, Treasurer, Secretary, Senior Deacon, and Junior Deacon. 

Section 2. The appointive officers of the Lodge shall be a Chaplain, Senior Steward, Junior Steward, Marshal, Organist, and Tyler. 

ARTICLE III. Elections and Appointments 

Section 1. There must be a ballot for each elective office, at which each member present shall have the opportunity to vote, and a majority of the whole number of votes cast shall be necessary to a choice; provided that in case of the suggestion of only one name for an office the Lodge may elect by acclamation. Section 2. The appointed officers named in these By-Laws shall be appointed by the Master-Elect previous to installation. 

Section 3. The officers so elected and appointed shall be installed in their respective stations and places as soon as convenient, but within thirty (30) days after the election, and shall serve until their successors in office have been duly elected and installed.

Section 4. No person not a member of this Lodge shall be eligible to hold office therein, except that of Organist and Tyler.

 ARTICLE IV. Compensation of Officers 

Section 1. The Treasurer, Secretary, Organist, and Tyler shall receive such compensation and/ for their services of stated meetings based upon attendance, determined by the auditing committee and the approval of the Lodge. 

ARTICLE V. Committees  Section

1. The Master shall appoint the following committees, when in his judgment he feels they are required. 

  • A. Committee on Grievances. The Committee on Grievances shall consist of three (3) members of this Lodge, whose duty it shall be to inquire into alleged unmasonic conduct on the part of any member of this Lodge, or any difficulties that may arise between members and reconcile the same if within their power; if not, and the same is in the opinion of the committee of sufficiently grave character to warrant such action, they shall report this to the Lodge, when such action may be taken as the case may require. 
  • B. Committee on Sickness. The Committee on Sickness shall consist of three (3) or more members of this Lodge whose duty it shall be to call upon any member who is reported ill and with the sanction of the Master or the Lodge, take the necessary steps to afford the needed relief.          
  • C. Committee on Relief. The Committee on Relief shall consist of the Master, Senior and Junior Wardens, to whom all applications for assistance shall be referred, with the power to act. They shall have the power to draw from the treasury for such relief any sum not to exceed an amount equal to the annual dues (as per Article VII Section 3) for any one case, reporting all such expenditures to the Lodge at the next stated meeting, at which time an additional sum may be granted as the case may demand and the Lodge sees fit to grant.  

Section 2. Other Committees. Other Committees shall be appointed by the Master which in his judgment would benefit the Lodge.

ARTICLE VI. Signature to By-Laws 

Section 1. Candidates raised or elected to membership are required to affix their signature to these By-Laws before they can exercise any of the rights or privileges of membership in this Lodge. 

Section 2. Candidates raised or elected to membership shall be presented with a copy of the By-Laws of Lombard Lodge No. 1098.

 ARTICLE VII. Fees and Dues

Section 1. The fees for the degrees in this Lodge shall be as follows:  

  • $50.00 shall accompany petition.
  • $50.00 shall be paid prior to taking Entered Apprentice Degree.
  • $50.00 shall be paid for the degree of Fellow Craft.
  • $50.00 shall be paid for the degree of Master Mason.
  • $5.00 shall be paid to the George Washington National Memorial Association. 

Section 2. There shall be no affiliation fee required. 

Section 3. Every member shall pay as Lodge dues the sum of seventy (70.00) dollars annually to be paid on or before January 1st of each year. All new members shall pay dues from the month of raising or admission to December 31.  

Section 4. Any members whose dues are not paid or remitted on or before December 31 shall be notified by the Secretary in writing to pay the same on or before the stated meeting in February following, which shall be considered the first notice as required in the Grand Lodge By-Laws (Code #557), and any member who neglects or refuses to make answer to such notice, and whose dues are not paid or remitted at the stated meeting in February, shall be given a second notice, in person if possible, to give cause at the stated meeting in March following, Grand Lodge By-Laws (Code #558), and if said dues are not paid, or are not paid or remitted before opening of the Lodge meeting of the stated meeting in April, the Lodge may at once proceed to discipline the delinquent member as provided in Grand Lodge By-Laws (Code #563). 

ARTICLE VIII. Funds and Bonds 

Section 1. The funds of the Lodge shall be used solely for the Masonic purposes. Except as provided in Article V Section 1 Subsection C, all funds shall be disbursed only by the consent of the Lodge and upon written order signed by the Master or Warden acting in his stead. If present, the Master and Wardens shall sign the order. 

Section 2. It shall be unlawful to loan any portion of the funds of the Lodge to any member or members thereof and no application from any member or members for a loan or any portion of said funds shall be entertained by the Master. 

Section 3. Gift to out-going Master (Past Master’s Gift) shall not exceed three hundred (300.00) dollars and by Consent of the Lodge. 

Section 4. Expenses for Installation of Officers shall not exceed five hundred (500.00) dollars, not including invitations. Any additional expenses incurred shall not be paid from Lodge funds without prior Consent of the Lodge. 

 ARTICLE IX. Order of Business 

 Section 1. The following shall be the order of business for this Lodge, unless otherwise ordered by the Master:

  1. Reading of minutes.
  2. Reading and referring of petitions.
  3. Report on petitions.
  4. Balloting.
  5. Communications.
  6. Unfinished business.
  7. New business, allowance of bills.
  8. Report on sickness and distress.
  9. Work.

ARTICLE X. Rules of Order 

Section 1. On all motions, debates, etc., parliamentary rules shall be adhered to, so far as the regulations of the Grand Lodge of Illinois and the ancient usages of the order will permit.

 ARTICLE XI. Amendments 

Section 1. Any portion or the whole of these By-Laws may be amended, repealed, or others substituted in their stead at the will of the Lodge provided that the amendment shall be proposed in writing, read before the Lodge in a stated meeting and then lie over not less than four (4) weeks before a vote shall be taken thereon. Due notice of the meeting at which the proposed amendment will be acted on shall be issued to all resident members of the Lodge and said notice shall specify the proposed amendment, and when a vote is taken, the assent of two-thirds of the members present shall be necessary for the adoption of such amendment. 

Section 2. All other rules and regulations pertaining to the detailed operation of the Lodge shall conform to the current By-Laws of the Grand Lodge of the State of Illinois. Any resolution or edict of the Grand Lodge of the State of Illinois which has the effect of altering any part of the By-Laws shall be deemed an amendment without any action by this Lodge.

 ARTICLE XII. Distribution and Effect 

Section 1. A copy of these By-Laws shall be presented to any member of this Lodge on his request. 

Section 2. The By-Laws, dated December 3, 1940, are hereby amended.

  • These By-Laws were adopted at a stated meeting held on the 5th day of March, 1963.
  • These By-Laws were hereby amended, adopted, and approved at a stated meeting held on 15, April, 1986.
  • These By-Laws were hereby amended, adopted, and approved at a stated meeting held on the 8th day of June in the year 2005 A.D.
